It is a digital marketing approach that links ad budgets to countable outcomes such as sales, completed forms, calls or app installs, measures them regularly and shifts spending toward the most efficient campaigns. Success is measured by orders or leads and their cost to the business. Its value lies in making the results of spending visible: businesses that know which channel, product and message produce returns can scale or reduce budgets according to actual outcomes.
Some Turkish industry guides define performance marketing as an advertising model in which payment is made only when a result occurs. Meta’s and Google’s billing rules do not fully match that description. When you understand what you pay for, how results are measured and when advertising becomes profitable, you can evaluate both an agency proposal and your own advertising reports with the right questions.

Goal, measurement and budget decisions
Three elements must be present for an advertising effort to be results-driven. The first is a measurable goal that truly matters to the business. For e-commerce, that means orders and revenue; for a service business, a form submission or phone call; for a mobile app, an install or in-app action. Clicks, likes, and video views are intermediate indicators along the way. A limit accompanies the goal: the maximum acceptable cost per order, or the sales revenue each lira of advertising must generate, is defined from the start.
The second part is measurement linking outcomes to advertising. Google Ads' conversion measurement page lists four conversion types: website actions such as purchases and registrations, app installs and in-app actions, telephone calls, and imported offline conversions. A campaign without tracking can still run and spend, but you cannot tell which lira generated which order.
The third element is data-led decisions: spend more on campaigns, audiences and creatives that work, reduce or stop those that do not, and test new messages with small budgets. Platforms’ automated bidding systems make some of these decisions. Google defines Smart Bidding as bidding strategies that use Google AI to optimise conversions or conversion value in each auction. The business still decides which outcome matters and how much it can pay for it. Pam Ajans's performance marketing agency page also describes the process as a four-step cycle of data collection, strategy, implementation and optimization.
Why does it matter for businesses?
The first benefit is accountability. A business allocating equal budgets to two campaigns in the same month can see which generates orders more cheaply, provided tracking is set up correctly. At month-end, “did advertising work?” is answered with a campaign-level table of spend, orders and cost per order.
The second benefit is flexibility. You can change the daily budget at any time in the advertising dashboard and stop a campaign on any day. Start small, scale campaigns that prove their value and stop those that do not without a long-term media commitment. This makes advertising a controllable expense for SMEs that must closely manage cash flow.
The third is learning. Advertising data reveals which creatives, offers—free shipping, discounts or instalments—and audiences generate sales. These insights extend beyond advertising: the same data can inform inventory planning, pricing and which products to feature.
The fourth benefit is planning. A business that knows its acceptable cost per order can estimate the budget needed for a sales target in advance. If the target is missed, it can investigate the variance separately across advertising, website and product factors.
Do you really pay only for results?
Advertising platforms have two separate settings: what you pay for and what the system tries to maximise. According to Meta's developer documentation and the billing events table, impressions are the only billing event available for ad sets optimized for website conversions; sets optimized for link clicks can choose clicks or impressions. Thus, in a purchase-focused Meta campaign, the system seeks likely buyers, but charges are based on impressions.
On Google, cost per click (CPC) bidding means you pay for each click on your ads. When a smart strategy such as Target ROAS is selected, Google sets maximum CPC bids itself to maximise conversion value while working towards the target; search ads are still charged per click. Display Network campaigns offer an option to pay for conversions instead of clicks, but eligibility conditions are limited. According to Google's help page, this option uses the Target CPA bidding strategy. The account must have at least 100 conversions in the last 30 days, with 90% occurring within 7 days of the ad click.
Affiliate agreements are the clearest example of paying for results: publishers receive commission for completed sales or registrations. In impression- or click-based campaigns, advertisers still pay for a poor week. That is why tracking infrastructure, creative and landing pages matter more than the payment model in performance marketing. Abbreviations such as CPC, CPA, CTR and ROAS, together with their formulas, are defined in our digital marketing glossary article.
How It Differs from Digital Marketing and Branding
Digital marketing is an umbrella term covering all online marketing channels, from search engines and social media to email and content. Performance marketing is the part of that umbrella where outcomes are measured and cost limits are set. Organic search work is also measurable, but its effects emerge over different periods depending on the site's condition and competition; it cannot be turned on and off in a day like an advertising budget. When both sides share search term and conversion data, SEO management and paid advertising can support each other.
The relationship with brand building is more nuanced. A search ad reaches someone already looking for a product, but the interest behind that search may have formed elsewhere: in a video, a friend's recommendation, or a physical store. A brand that allocates its entire budget to campaigns generating quick sales may neglect new demand even when its reports look efficient. It is more appropriate to treat awareness campaigns as a separate budget item and evaluate them through reach, video views, and changes in branded searches.
Brand searches also deserve separate attention in reports. Someone searching your brand already knows you and may reach your website without an ad. Combining sales from these searches with generic product searches can overstate a campaign's contribution. Tracking branded and non-branded searches in separate campaigns, or at least separate report rows, avoids this misconception.
Channels: Google, Meta, TikTok and marketplaces
Google Search ads appear while people search for a product or service, making them one of the most direct ways to capture existing demand. In shopping ads the product image, title, price and store name appear together, so users see the product before clicking. Performance Max, referred to as Maksimum Performans in Turkish help pages, is a goal-based campaign type that provides access from a single campaign to all Google Ads inventory, including YouTube, Display, Search, Discover, Gmail and Maps. Management of Search, Display Network, YouTube and Performance Max campaigns is covered on our Google advertising management page.
Meta ads on Facebook and Instagram are better suited to sparking interest before people search; images and videos are decisive. Conversion campaigns need regular website event data to find the right audience. The scope of our Instagram and Facebook campaign services is available on our Meta advertising management page.
TikTok is built around short video and follows a similar measurement approach; website events are sent to the platform through TikTok Pixel. We cover the platform's targeting options in our TikTok advertising article.
Marketplaces' own advertising systems promote products in on-platform search results and listings. Because the marketplace owns the sales page, measurement is usually limited to its reports; detailed conversion tracking comparable to your own website is generally unavailable. The scope of store setup and advertising support on platforms such as Trendyol, Hepsiburada and Amazon Türkiye is available on our marketplace launch support page.
Don't increase the budget before setting up measurement
Measurement should be configured before the campaign. Before increasing the budget, place a test order and confirm that the purchase event appears in both the ad platform and Analytics. A server-side connection can also complement the browser pixel; on Meta, this is called Conversions API, and on TikTok Events API. TikTok recommends implementing website Events API together with the existing Pixel integration.
On Google, conversions are recorded through the Google Ads tag or from events marked in Google Analytics 4 as a key event (formerly called a conversion). Sales values must also be sent when using target ROAS; Google requires values to be assigned to tracked conversions before using this strategy. If margins vary significantly across products, consider sending estimated contribution margin instead of revenue as the conversion value. Value-based bidding strategies seek to increase the value they receive, so reported ROAS must then be interpreted against contribution margin rather than revenue.
For businesses collecting leads through forms or telephone calls, the actual sale may close days after the ad, over the phone or in person. Google Ads’s offline conversion import exists to bridge this gap. The Google click ID (GCLID) of the person who clicks the ad is stored with their lead information. When they sign a contract, for example, that ID is sent back to Google Ads together with the conversion type and time. This makes it possible to see which campaign generated an actual customer in the ad account too.
Adding a UTM parameter to Meta, TikTok, email and WhatsApp links lets Analytics identify which campaign brings traffic. The final check is your store dashboard: the same order may appear in multiple platform reports, causing their totals to exceed actual orders. Base decisions on the store’s figures.
The Profitability Calculation: Break-even ROAS
ROAS is a central ratio in advertising reports. Google defines Target ROAS as the average conversion value you want to receive for each lira spent on advertising. In the help page’s example, 5 dollars in sales for 1 dollar spent corresponds to a 500% target ROAS. The ratio measures revenue; it does not account for product costs, shipping or returns. To find a profitable ROAS level, you first need to calculate your own break-even point.
As a hypothetical example, suppose your average order value is 1,000 TL. If product costs are 450 TL, shipping is 60 TL, payment processing is 30 TL, and packaging and other variable expenses are 60 TL, each order leaves 400 TL before advertising: 40% of the sale. Break-even ROAS is 1,000 / 400 = 2.5, meaning every lira spent on advertising must generate at least 2.5 TL in revenue. At a ROAS of 2, advertising costs 500 TL per order and each sale loses 100 TL. At a ROAS of 4, advertising costs fall to 250 TL and each order contributes 150 TL. Make sure the sales value sent to the platform and your costs are calculated on the same basis, for example both excluding VAT.
Returns change the calculation. A purchase reported in Google Ads remains there after a refund unless you upload an adjustment. To make corrections, use Google Ads' conversion adjustments; conversions for returned products can be retracted, and values reduced for partial refunds. To adjust website purchases, conversions must have been submitted with a transaction ID, meaning an order number. In categories with high return rates, calculating break-even using net sales produces a more realistic result.
The distinction between new and returning customers also affects the result. A campaign below break-even on the first order may still be profitable if those customers purchase a second and third time. To see this, track orders by customer and account for customer lifetime value (LTV).
Because platform reports can overlap, also examine the overall picture. Dividing total revenue for a period by total marketing spend in that period shows overall efficiency, regardless of which platform claims which results. If this ratio, known as MER (marketing efficiency ratio), declines over time, investigate the cause even when individual campaign reports look strong.
The Limits of Performance Marketing
Advertising brings visitors; product pages, price, shipping time and return terms determine purchase decisions. Increasing budgets on a slow, difficult or untrustworthy mobile site may grow costs more than orders. We explain how we address site experience, products and pricing in our e-commerce consulting article.
Automated bidding and targeting systems learn from data. Meta’s developer documentation explains that ad sets go through a learning phase; significant edits return them to that phase, and sets that generate too few results cannot exit it. Splitting a small budget across many campaigns and changing settings frequently before results arrive makes learning harder for the system.
Measurement is not perfect either. Platform reports count purchases from people exposed to ads, but some might have purchased without seeing them. Tests can measure advertising's true incremental contribution. Google's Conversion Lift is one such tool, but it is not available in every Google Ads account and requires contacting a Google account representative. Businesses without access can gain a rough indication by pausing a campaign for a period and monitoring total sales. Interpret the result cautiously, since seasonality and discounts may distort the comparison.
Results also depend on ad account health. Restrictions caused by policy violations, payment issues or incomplete verification can stop even well-built campaigns. For Meta, you can find the causes and resolution steps in our article on what to do when an advertising account is closed.
What to Clarify Before Getting Started
Whether you work in-house or with an agency, clarify a few points before starting performance marketing. First is account ownership: ad accounts, pixels and the Analytics property should be created in the business’s own name, ensuring data and account history remain with it if staff or agencies change. The target from your break-even calculation should be documented, with budgets decided against that figure.
